“Let Obama say there shouldn’t ever be terror attacks on India – and not just during his visit”

The US warning to Pakistan is surprising. Washington has warned that there shouldn’t be any terror attacks during President Barack Obama’s visit to India!
Does this mean that Pak-sponsored terror attacks in India, before and after Obama’s visit, are acceptable to the US? Doesn’t US’ commitment to war on terror thus ring hollow?
India is more concerned than the USA about Obama’s security, when he’s in India later this month. The Union government will ensure foolproof security for the visiting dignitary. Before issuing such warning to Pakistan, US should have thought the lives of 125 crore Indians are probably as valuable as Obama’s! Why did the US fail to appreciate this?
